There are many options available to teach a child to read. I personally like the Explode the Code Series very much. It is a no-nonsense, thorough phonics approach to reading. As you will see in the tip given with Explode the Code 2, I encourage the addition of Pathway Readers to the program once a child has begun simple reading.
For an older student who has not achieved reading fluency I suggest you look at Phonics Pathways and/or Megawords.
And of course, the other items listed are good as well. There is not a "one size fits all" so consider your own character and the needs of your child when choosing curriculum.
You also may want to have a look at the Pathway Reader series. They use a mixed phonics / sightword approach which works very well. Though I have never used it personally I know many customers who are very happy with it.
